How It's Done

	Right Click on the Desktop and Select "NEW">"Shortcut"
	In the "Command Line" box type the following:

C:\WINDOWS\RUNDLL32.EXE shell32,SHExitWindowsEx 1

Note: Changing the 1 to a 0 will restart windows without restarting the PC.
